This Water Authority Company is an Operator of the drinking water and sewerage system in León Guanajuato that manage resources with corporate governance, achieving actions that favor the Economic, Ecological and Social Sustainability of León. 

Its organization and structure has been a model for other municipalities nationally and internationally, positioning it as a leading body in the drinking water sector. 

Cloudgenia help to move its Public Web Portal from an “on-premise” schema to a “cloud schema” supported by AWS services in addition to improvements in the user experience, look and feel, responsiveness, performance, security and corporate image.

The Water Authority Company need is to move its Public Web Portal from an “on-premise” schema to a “cloud schema” supported by AWS services in addition to improvements in the user experience, look and feel, responsiveness, performance, security and corporate image. 

This is a cloud migration project that consists of two approval criteria: •

• Fully functional public web portal running on AWS. 
• Integration of company core business services within the platform. 

The project assumes the following: 
• The project only considers the deployment of the public portal. 
• The functionality of the portal is the same as the current one. 
• The core business web services remain on-premise and are consumed through a VPN. 
• The level of security risk currently present in the on-premise platform is decreased. 

The importance of this project for Cloudgenia lies in the opening of opportunities within the drinking water sector throughout the country.

The entire website was migrated, which also includes adding new security controls such as the use of AWS WAF, Cloudwatch, integration of SAPAL’s core business services into the platform using VPNs, VPCs, etc. 

As the main reason, the goal is to take advantage of the benefits of the cloud in terms of robustness, elasticity, and security, since the current website experiences a constant increase in customer or daily user visits. To achieve this, it was recommended to use AWS with a refactoring strategy. 

This involved developing the code that supports the web application fully and designing an architecture with high availability in mind, taking advantage of the benefits of the cloud. 

In addition to the above strategy, a CI/CD scheme was designed to make code releases more transparent and efficient. 

All of this was developed following AWS Organizations’ best practices, creating corresponding business units, separating workloads between the production and QA environments, thus identifying expenses in each environment.

Results and Benefits

The outcome is Sapal’s public web portal fully deployed and running on AWS including the integration of the Water Authority Company core business services into the platform. 

Some of the benefits are:

• Improvement of the digital public image of the institution  
• Better user experience for customers with the addition of a digital experience platform (DXP) 
• Application of practices for the positioning of the platform (Search Engine Optimization) 
• Ability to generate dynamic content on demand. 
• Ramp-up in content production or increase in publishing frequency due to the Liferay engine. 
• The site now adapts to the size of the device from which it is being consumed (Responsive Web App) 
• Optimization of IT team time in infrastructure management due to the move from an on-premises scheme to a cloud scheme 
• Moving CAPEX to OPEX, by moving on-premises to cloud, there are cost savings by shifting capital expenditures to operating expenditures, having tax benefits since operating costs are typically deductible. 
• Lower costs by only paying for what is consumed in infrastructure and services.
• Scalability and elasticity of cloud components based on demand.
